MEMORANDUM SIGNED BETWEEN TURKISTAN REGION AND A FOREIGN INVESTOR AS PART OF THE TIEN SHAN FORUM

As part of the Second Tien Shan Forum on Economic Cooperation in Central Asia, currently taking place in Almaty, the Government of Turkistan Region and Chinese investment holding company Xinjiang Lihua signed a memorandum on the implementation of the second phase of the cotton cluster project.

The document was signed by Nuralkhan Kusherov, Governor of Turkistan Region and Xu Jie, Director of Xinjiang Lihua Investment Holding.

The project aims to expand agricultural and industrial cooperation between Kazakhstan and China, enhance the region's production capacity and develop deep cotton processing.

It should be noted that, as part of the first phase of the cotton cluster project, the investor fully completed construction works at the end of July 2026. As a result, a modern infrastructure base for cotton cultivation was established in the region. In addition, the construction and commissioning of four production facilities are planned in the following areas: cotton processing, PVC pipe manufacturing, production of water-saving irrigation equipment, and seed processing.

During the second phase, the investor intends to increase the volume of investment in the region and establish a fully integrated production cycle for the cotton industry. The project will be financed entirely through the investor's own funds.

The new phase will involve the introduction of smart farming technologies, drip irrigation and water-saving solutions, as well as environmentally friendly production methods. Furthermore, as part of the deep cotton processing component, the project includes plans to launch enterprises specializing in the production of high-quality fabrics and home textiles, fabric dyeing and finishing, as well as garment manufacturing.

Thus, the project will cover the entire production chain, from cotton cultivation to spinning, weaving, dyeing, finishing and the production of ready-made garments.

Currently, the investor is working on the preparation of project documentation and obtaining the necessary permits for the second phase. Construction is scheduled to begin in 2027 and is expected to take two years.

The parties agreed to implement the project within the established timeframe and ensure that all production facilities are commissioned as planned.
